Pre-school education is an arduous task owing to its intimate affinity with thegrowth of our children as well as its close connection with the future development ofour nation’s next generation. Only with gaining its proper recognition from the wholesociety, establishing a correct concept on education, working out a long-term program,improving its management system and strengthening the faculty construction, canpre-school education management accomplish sustainable development. Therefore, thestudy of pre-school education management is of great significance and is confrontedwith tremendous missions.The21stcentury is a new era when knowledge economy and informationtechnology network are boomingly flourishing. Against this major background,innovation of education has already become a major choice of the educational reformand development in this century. UNESCO’s “World Education Report: Teachers andteaching in a Changing World” in1998made “the learning society” our theme. The18thNational Party Congress set higher demands on it by proposing “develop[ing]pre-school education” in its report, which is based on the “attach[ing] importance topre-school education” in the report to the previous one. After the victory final ending ofthe18thNational Party Congress, the Ministry of Education announced theestablishment of pre-school office immediately. Thus, the office specialized inmanaging pre-school education appeared in the nation’s highest administrativedepartment of education for the first time, which posed a major challenge to themanagement of early childhood education.The research is based on our profound studies of international and nationalapproaches on pre-school education management and combined with the objective andconcrete conditions of our province. Beyond all that, the paper starts from fostering the “great education concept” and notices with aspects of government responsibility,management mechanism, faculty construction, and Masculine Education. With theconsiderations and premises above, this paper attempts to put forward someconstructive proposal to pre-school education in Heilongjiang province, and therebyaccelerates the development of pre-school education management.
