Early childhood education and care is the foundation of children’s lives. Thequality of early childhood education and care not only plays an important role inchildren’s lives, but also is a matter of the social stability and economic development.Therefore, the pursuit of excellent quality of early childhood education has becomethe common mission of the world. Starting Strong Ⅲ is a quality toolbox betweendifferent OECD countries aiming at improving the quality of early childhoodeducation and care. What’s more, it has the certain inspirational function for othercountries. This study is divided into six chapters:The first chapter is the introduction, including the reasons of choosing the topic,the literature review, the definition of the key concepts, the purpose and meaning ofthis research and the research methods used in this study.The second chapter is the history of the Starting Strong. In this chapter, StartingStrong and Starting StrongⅡare introduced briefly.The third chapter analyzes the background of Starting Strong Ⅲ from theinternational background, the study itself and the function of ECEC. And a briefintroduction of Starting Strong Ⅲ is also presented in this chapter.The fourth chapter is the main content of Starting Strong Ⅲ. In this chapter, fivepolicy levers suggested in Starting Strong III are introducted, including setting outquality goals and regulations, designing and implementing curriculum and standards,promoting the professional development of teachers, engaging families andcommunities, advancing data collection, research and monitoring.The fifth chapter is an evaluation about the Starting Strong Ⅲ. Aftersummarizing characteristics of the Starting Strong Ⅲ, the value of the StartingStrong Ⅲ is presented that it shows different policies and measures to improve thequality of ECEC in the world and it has the certain inspirational function for othercountries.Chapter6draws inspiration from the Starting Strong Ⅲ under the condition of our country’s reality:1. Defining governmental responsibilities and strengthening oflegislation for pre-school education.2. Setting a minimum standard adjusted to localneeds, which pays close attention to vulnerable groups and setting good curriculumand learning standards.3. Paying more attention to the professional development ofthe ECEC staff.4. Attaching importance to families and communities engagement.5.Establishing the quality evaluation database for international comparison, and makinguse of the research for policy making.
