Preschool education quality monitoring is one of the most popular research topics on preschool education.Various countries,regions and organizations are trying to build a scientific preschool education quality monitoring system according to their own actual conditions.In this context,OECD "Starting Strong Ⅳ" came into being.The report provides a systematic comparative analysis of service quality monitoring,staff quality monitoring,child development and outcomes monitoring of early childhood education and care in more than twenty member countries,listing good practices and summarizing the challenges encountered in conservation practice,and the corresponding lessons learned.The background,content and so on of "Starting Strong" series of reports were analyzed by literature analysis,comparative research and case analysis.This study focuses on the research background,content,characteristics and value of "Starting StrongⅣ".Moreover,by comparing and analyzing the examples of OECD member states Indiana(America)and Beijing(China),some deficiencies are found in preschool education quality monitoring,such as bad maneuverability of monitoring tools and lack of social supervision.At last,"Starting Strong Ⅳ" mentioned the exploration of monitoring quality in early education and care experience and good monitoring practices in the OECD countries,and it provides useful information for our country to build pre-school education monitoring system.
