Improving the quality of preschool education has become a public concern with the development of early childhood education. However," what is the high quality early childhood education" and how to evaluate the quality of early childhood education is a problem worth being discussed seriously. In December2009,the Early Childhood Education and Care National Quality Standard first ever developed in national uniform by the Council of Australian Government unite the wisdom and effort of the majority of early childhood education experts, scholars, institutional providers, preschool teachers and parents of young children and other stakeholders, whose idea, content, structure and implementation strategy both have local characteristics, also conform with international. Therefore, by analysising its background, content and strategies of implementation, this thesis attempts to summarize its characteristics and draw upon its experience in order to provide a reference for China to develop more scientific and rational kindergarten rating standards.Based on the method of comparative study, this study does in-depth analysis on the Australian" national quality standards" to study and draw lessons from Australian experience on development and implementation of early education and care standards. There are six chapters in this thesis:Chapter one mainly elaborates the reason for selecting topic of the research, defined and analysed the core concepts, and established thought and method of the research based on the overview and analysis of the research status home and abroad. Chapter two deeply analyses the theoretical basis and the international and domestic background of the National Quality Standard, which basing on a great deal of documents. Chapter three presents the formation of the National Quality Standard, and elaborates and describes its basic structure and content system. Chapter four states mainly the main strategy in the implementation stage of standard by the Council of Australian Federal Governments, which from three aspects which was the early learning framework, grading system and the national management system. Chapter five summarizes the characteristics and defects of the National Quality Standard. Chapter six analyzes briefly the existing problems of the rating standard for childcare institutions in China, and elaborates reference of the standard by comparing the Australia National Quality Standard.
