Research On Bus Management Problem

In 2011, school bus accidents concentrated outbreak alert us that solving the school bus safety issue has reached a critical point. School bus accidents frequently happened, which reflects the misconduct of the transport department and school on the surface. Actually it is the product of social reform. With the advance of China’s urbanization process and the reform of the education system, it has produced a lot of education demands and It’s hard for students to go to school. It threatened the lives of the students. The central government paid great attention to this problem and actively promotes the legislation of school bus safety regulations; departments from all levels took a lot of corresponding "management "measures, experts and scholars have launched a lot of related research. But the school bus issues haven’t been solved in a reasonable way.Thus, this dissertation takes the school bus management as the breakthrough point for our research. By using empirical research methods, based on the facts of progress and insufficiency that the Changchun City have been made during the year 2011-2013 to explore the causes of school bus management issues, the nature of the school bus management and work out a systematic solution according to the causes and nature of this problem. We systematically discussed responsibility and obligations as well as the role of government and school played for the development of school bus; provide a reference for the government to effectively manage the school bus safely. Solving the problem of school bus management can further protect the student’s rights of life and rights for fair education.
