China attaches great importance to the students’ physical health, Mao Zedong had two times put forward the idea of "health first", after the reform and opening up,the national physical health of students are more stringent requirements, issued a number of relevant laws and regulations of the school sports policy. In recent years, in order to better carry out the work of school sports in December 23, 2006, the State Sports General Administration put forward "regarding the development of hundreds of millions of students nationwide Sunshine Sports notice", May 7, 2007 "the CPC Central Committee and State Council on strengthening the youth sports enhance youth physical view", "national fitness regulations" are clearly defined state the importance of school sports, regulations the students in daily exercise time, weekly sports class, the youth sports work as a strategic focus. The main direction has been to quality education for the students’ development in China in recent years, clearly put forward the all-round development, have introduced a number of school sports policy,but because the school sports policy faces many obstacles in the implementation process, the implementation is not enough, leading to the school sports reality is not optimistic. In order to enhance students’ physique, have a healthy body; at the same time, good development of school physical education, based on the ordinary primary and secondary school Wuhan City as the research object, to explore the factors hindering the school sports policy in the school sports work in the implementation process and solutions.Based on the ordinary school Wuhan City as the research object,implementation obstacle factors and development countermeasures existed in the process of theoretical and empirical research on school physical education policy through literature collection method, survey method, logical analysis and data statistics.In the part of theory study, established the school’s sports policy executive force on the basis of the theory and of school’s sports policy implementation of the definition of the concept of force. This research thinks: school physical educationpolicy execution force lies in the realization of school sports policy objectives,inspection of school’s sports policy quality, for subsequent policies provide a reference has difference, hierarchy and complexity; empirical study results indicate that, the executive power of school sports policy, is composed of 4 first grade indexes, 10 level two indexes, 24 level three indexes. The expressive force of the implementation of China’s policy of school main problems in execution, individual school policy itself, implementation resource and education concept, the effectiveness of the implementation of four aspects. This article from the school sports policy enforcement and validity of in-depth analysis, aiming at the problem of executive power of school’s sports policy in our country, put forward to strengthen the school principals and teachers to improve the quality of policy implementation, and increase the school sports resources to build the amplitude, change the concept of education,improve the policy of quality supervision itself, perfect school policy, is the main strategy and methods to enhance the executive power of school’s sports policy.
