Campus football work is an important starting point for Chinese football to take off and school sports reform,and campus football characteristic schools are important real playgrounds for campus football work in China.At present,China's campus football work has entered the era of policy implementation from the era of policy formulation.Among them,the level of the implementation of the policy of campus football characteristic schools is the key to determine whether the relevant policies can be implemented.This article takes the construction and empirical study of the comprehensive evaluation system of the policy execution ability of the campus football schools in China as the research object,the primary school as the research level,and the X primary school in Yanqing District of Beijing as the survey object.The survey method,Delphi method,AHP,and fuzzy mathematics comprehensive evaluation method are developed in order according to the research framework of "problem entry-theoretical combing-system construction-empirical analysispath realization" on the basis of existing research,and strive to be theoretical Expand the scope of campus football policy research,enrich the perspective of campus football policy research;in practice,improve the level of campus football characteristic school policy enforcement,solve practical dilemmas,and provide an important reference for the construction of campus football characteristic schools in China.Main conclusions:(1)At present,the country has established a school football special school policy system framework of "meta policy control,basic policy dominance,and specific policy implementation".(2)The implementation of the policy of campus football characteristic school refers to the relevant executive body of the campus football characteristic school policy.In order to achieve the policy objectives,on the basis of indepth study and understanding of the campus football characteristic school policy itself to improve the relevant cognition,through reasonable regulation and application Various policy execution resources,optimize the policy execution environment,and implement the policy execution plan to effectively complete the relevant policy tasks,resulting from the interaction of ability and effectiveness.(3)The school football characteristic school policy implementation is an index group composed of 6 first-level indicators,21 second-level indicators,and 30 third-level indicators.(4)Combined with the fuzzy comprehensive evaluation method,the X elementary school in Yanqing District,Beijing was selected as the research object for empirical research.The comprehensive evaluation system for the implementation of the school football characteristic school policy after empirical testing has high reliability and validity Really reflect the implementation of the school football characteristic school policy.(5)Combining the system theory,organization theory,game theory and policy execution theory,aiming at the policy execution scenarios of the X primary school campus football characteristic school,we propose to strengthen the quality construction of policy execution subjects,increase the investment of policy execution resources and environmental optimization,and improve the policy Implementation of the institutional mechanism,coordination of policy implementation content relations,focus on policy implementation information exchange to improve the level of implementation of the school football characteristic school policy.
