Evaluation Of The Execution Of University Information Disclosure Policy In China

Disclosure of Universities information in China started from daily administrative disclosure in University.It was extended from government information disclosure policy after Regulations of the People's Republic of China on information disclosure was released on 2007.The Universities information disclosure rules(The Rules)released in 2010 is a milestone of setting up the disclosure system in China.The Rules list down the content,method,requirement and supervision system specifically.In July 2014,List of information disclosure in Universities(The List)released by Ministry of Education specifies 10 categories with 50 items which are required to disclose proactively by universities.The List further specifies the requirements of information disclosure,i.g.setting up comprehensive annual reporting system,consolidation of all information to 1 single platform etc.However,quite a lot of undone/incomplete works as well as ineffective execution were found,the actual execution does meet the requirement of The Rules and The List.Based on The Rules and The List,this article classifies the specific requirements of Universities information disclosure,and establishes comprehensive systems to evaluate the current execution of Universities information disclosure policy.In addition,the information disclosure work of all 75 universities under Ministry of education are evaluated by extracting and analyzing the disclosed information at their websites.Related issues are also identified in this article,including system/rules set up,third party supervision,citizen participation,internal roles and responsibilities,funding support as well as the willingness and awareness of executors.Meade-Horn policy implementation system model is deployed to identify the factors impacting the execution of information disclosure policy.Suggestions are also included to improve the information disclosure in universities,which will contribute to a “transparent” University,enhancing social supervision,preventing corruption and improving governing abilities of Universities.
