Being a part of vocational and technical education,secondary vocational education consists of regular polytechnic schools,technician training school,secondary vocational schools and various types of short-term training schools.Secondary professional schools specifically mean the schools which allow those who have acquired certain education knowledge or those who are just fresh out of middle schools to enrol and provide them vocational education aiming to foster higher technical skills and better characters in them.The secondary vocational education bears key duty and responsibility for cultivating massive labour forces,a strong prop for the faster and more stable economic development of our country.It plays a very important part in the entire education system,and is providing droves of technicians for the society.However,with the initiation of expansion policy that is sprawling all the universities,so many undergraduates are forcing the downfall of the secondary education schools and higher vocational colleges,in particular,the secondary education schools which are struggling for survival due to less and less student enrolments.Another reality is that most undergraduates from universities are not equipped with practical skills but rather theoretic knowledge and are impossible to contribute value to the enterprises.And it is becoming a serious social problem as it is very hard for them to find a job.At the same time,enterprises and enterprises are having difficulties in getting enough hands as less technical hands are available in the market and to cultivate non-technical candidates requires huge cost and labour with prolonged training cycles.It is therefore,self-evident that the talents education strategies are disjointing from the market demands,featuring poor education quality and weak dedication to specific skills in various levels of schools.At the key point of the economic transition stage of our country,it is so urgent to improve the quality of vocational education,demanding a reinforced content building,deeper reform and innovation.Particularly,more efforts need to be put in in-depth combination of production and education,together with comprehensive cooperation between schools and enterprises to push forward the docking of professions and jobs,curriculum contents and vocational standards,training targets and market demands.In the above background,and as per the spirits of the National Medium-and Long-Term Plan for Education Reform and Development(2010-2020),the Ministry of Education,Ministry of Human Resources and Social Security and Ministry of Finance jointly issued a governmental plan for Building Demonstration Schools for the Reform and Development of National Vocational Education(JIAOZHICHENG [2010]9)with a 10 billion Yuan investment from the state revenue to initiate such deeper reforms in 1000 secondary vocational schools which fall into the line with the standards in three times as pilot projects,hoping to accumulate experience and giving signal to the entire system,leading the in-depth reform in the vocational education nationwide.This paper,based on the study methods consisting of Archival Research,Survey Research,and Comparative Approach,has studied with a great many on-site investigation in many demonstrating secondary vocational schools scattered in 23 provinces,4 direct-controlled municipalities and 5 autonomous regions,combined with abundant documents and files to dig into how the government is functioning in these reform initiatives,ensuing a summary of the positive impact in the demonstrations while at the same time,revealing the insufficiency and problems the government works are featuring.The paper also gives a thorough analysis and solution to these problems.The problems that the government functions entailing lie in the possibility of offside,absence and mismatching of the government functions in these demonstration schools where the government role in both macro and micro functions is not precisely defined.The policy propoganda is simply too casual,and the top level design is too scarce,leading to little attention paid by schools and society all together,ensuing poor implementation of the policies and too many rubber stamps instead of real concerns in project acceptance standards.Additionally,the relevant laws and regulations are not perfect,worsened by weak monitoring and supervision and insufficient financial appropriation or misusing of the amounts.The government is also showing less interest in pushing the education marketization.And in the end,by drawing lessons from the advanced concepts and methods employed by many other countries,coupled with the reality in our vocational education,this paper proposes its own solutions and suggestions from the viewpoint of the government for the purposes of,the first,making sure the government stands in the right macro and micro position;the second,strengthening policy propanganda and implementation;the third,improving the relevant laws and regulations while enhancing monitoring and supervision;the fourth,giving more financial input while standardizing the usage of funds;the fifth,building a bridge between schools and enterprises.
