In recent years, the trend of time for building lifelong education system and learning society have made the community education gotten unprecedented attention, Since 2004, Shanghai starts a new round of the cultural system, and develop grassroots community culture, Active exploration and promotion of the construction for public cultural and service system,all kinds of public cultural service platform is gradually to form, the community cultural center is an Important part of public cultural service system, as well as the supporter the closest to public daily cultural life. At this stage, how to develop all kinds of educational resources in the community, and promoting the rapid development of community education has become the focus issue of educators and community education managers, meanwhile.The paper is to study the educational function and the development path for community cultural action centre based on the perspective of community education, the use of questionnaires, field observations, interviews and other methods. The main contents are as follows:The paper of the first question referred as the start of logistic study. This chapter, in the context of building a learning society, analyzed the practical significance and theory study status quo of community cultural action center in the promotion of public cultural services and the development of community educational resource, and illuminating the purpose and significance of community cultural action centre educational function. The second this chapter selects the community culture activity center of Pengpu Town, Zhabei District, Shanghai, as the case to provide an overview for the status quo of Pengpu community culture activity center. The method of questionnaire is adopted for learners participating in education of the community culture activity center, so as to conduct survey and analysis about the learners’ learning desire, learning demands, learning methods and the learning service satisfaction degree provided by the community culture activity center. Furthermore, the role the community culture activity center currently plays in education as well as the existing issues are elaborated.Last this chapter aims to discuss about measures for more effective implementation of the education function in the activity center,the following five countermeasures are proposed.
