The Study Of Community Center Construction And Operation In Vancouver

On the basis of community, by providing and rationally allocating the resources of space, facilities, and program activities, community center provides residents opportunities for participating and communicating in society activities concerning entertainment, sports, culture and education. It plays a positive role in promoting community unity, enhancing community autonomy, making residents’recreational life colorful and improving their cultural tastes and skills. This study bases on the literature of Vancouver community center construction and operation, Internet-based data and other articles retrieved from the Internet. The study focuses on analyzing the mechanism of community center construction, which including the influence factors of construction process, the subjects and management model of construction and operation, program and facility, capital operation, analysis of reform obstacles, functional characteristics and function of government and community organization, specificity and autonomy of community organization, community participation and community conflicts.The study concludes that a) Community center as a cultural service organization focuses on the function of leisure entertainment and education, and gradually performs its certain economical and political function; b) Since community centers are invested and constructed by government, government owns the property and it commissions the operation to non-profit community organization, government publicity checks and balances the autonomy of non-profit community organization. But because the non-profit community organization boasts publicity so it is able to develop and cooperate with the government; c) Residents demands drives the evolution process from scattered and local community cultural service organization to complex and comprehensive public cultural service system, which is hindered by the highly localized and automatic community service and further influence the service quality and accessibility for all citizens.
