Teaching is an interactive process, which needs "communication" and "cooperation". It’s a process in which teachers and students "talk to each other as equals" concerning the teaching material. This essay, through the methodology of action research, case analysis and summary of experience, discusses the practice of "Little Rostrum Policy" in maths classes in primary schools. It illustrates the basic connotation and characteristic of "Little Rostrum Policy", as well as the implementation of various forms of organizing classes. It has primarily come up with the following practical strategies:(1) choose proper learning content in maths; (2) form reasonable maths study groups; (3) provide different studying tasks according to differences between students in different groups; (4)strategies for training students to go onto "the Little Rostrum"; (5) provide various ways for students to go onto "the Little Rostrum".Classes practicing "Little Rostrum Policy" focus more on students’ maths learning process; more on students’ establishing self-studying methods; more on students’ understanding of maths and development and improvement in their thinking ability, emotions, attitudes as well as values while acquiring that understanding. The policy will give each individual a chance to perform to his utmost; it will motivate all students and develop their potential intelligence, abilities and qualities What’s more it will help students develop their unique talents.
