Peer Review is a process to promote the development of writing by helping students to get more feedback from peers. Extensive literature studies show that compared to the traditional oral or written peer assessment, Web-based Peer Assessment has the following advantages:1) achieve cooperative learning more effectively; 2) better feedback effects; 3) record the details of the communication process and feedback easily; 4) improve the student’s writing skills. Because of the unclear theory, the lack of method, few technical support and the weak operability, the former teaching of writing did not use peer review usually. In view of its several advantages, Web-based Peer Assessment was applied to the Chinese writing courses of pupils to explore whether it can improve pupils’ writing skills based on some literature research and practical experience in this study.On the one hand, the author sorted out the existing related Literature, built a content analysis system about Web-based Peer Assessment, proposed its theoretical basis, and selected the evaluation methods of pupils’ Chinese Writing skills. On the other hand, the author discussed how to use the "HaoQi" IRS real-time interactive system with the teacher, and designed an instructional design framework that applied Web-based Peer Assessment to the Chinese writing courses.Data collection and analysis included two aspects, one was the content of peer assessment published by pupils, the other was the content of Chinese writing finished by pupils. Then the Author analyzed the relationship between Web-based Peer Assessment and pupils’ Chinese writing skills according to the quantitative data. Research results showed that:1) Web-based Peer Assessment could help pupils to improve their Chinese writing skills. During this semester, pupils’ writing scores had been improving slowly, especially for the aspects ’structured’ and ’language basics’. Meanwhile, the accurate rate and the total number of words of pupils’ writing were also rising.2) To some extent, Web-based Peer Assessment had changed the phenomenon that teachers were the unique readers for pupils’ essays.3) Web-based Peer Assessment contributed to promote all-round development of students.
