Teachers are important human resource for the progress of rural education and an important object of regulation for the construction of rural teacher team.In order to improve the quality of rural education,the state has issued many government documents to promote the construction of rural teacher team.By sorting out the development history of rural teacher supply policy since the 21stcentury,the specific content and way of rural teacher supply policy are analyzed.The paper summarizes the development of the supply policy for rural teachers in our country,which has the following characteristics:first,on the policy subject,more and more emphasis is placed on the initiative of local government in the work of supply for rural teachers;second,on the policy mode,more and more attention is paid to the diversity of the supply way for rural teachers;third,in the policy content,more attention ia paid to the quality development of rural teachers.The development of rural teacher supply policy presents a development trend from quantitative change to qualitative change.The vigorous implementation of the policy has effectively alleviated the development dilemma of rural education,but combined with the actual development of rural education,it can be seen that the bottleneck of rural education development in the teacher team has not been fundamentally soved.In order to explore the crux of the implementation of rural teacher supply policy,this study takes three counties(districts)in X City,Hubei Province as an example,this study conducted an empirical survey on teachers’satisfaction with the“special post plan”policy.According to the survey results,differences and obviously arrested development were adopted to break down the factors affecting the contenting of the“special post plan”policy,and the problems of policy implementation were summed up and the cause were reflected on.Based on this,corresponding course were arranged.Through the empirical research of teachers with special posts in 3 counties(districts)of X City,Hubei Province,it is understood that teachers with special posts are not satisfied with the“special post plan”policy.In terms of policy responsiveness satisfaction,new teachers and teachers from other countries lack firm faith in teaching and professional affiliation.In the satisfaction degree of policy“fairness”,new teachers and“ordinary teachers”are treated unfairly;In terms of the satisfaction of policy“suitability”,the salary arrangement cannot meet the basic needs of special post teachers.As for the reasons,the policy system programme is not ideal,the implementation of the subject policy quality is not high,special post teachers utilitarian career pursuit,the economic gap in the policy environment and cultural conflict become the important factors for the implementation of vocational policies.Therefore,in order to achieve the goal of the rural teacher supply policy,first of all,it is necessary to improve the rural teacher supply policy mechanism,reform the fund management system,establish the policy accountability mechanism,improve the teacher salary system,in order to effectively improve the systematic and scientific text of the policy.Secondly,by strengthening the publicity and interpretation of the supply policy for rural teachers,we can help the implementing subjects to establish the concept of fair and just power,carry put special training of policy implementation,and improve the implementing ability and professional quality of the implementing subjects.Thirdly,we should change the utilitarian value concept of rural teachers,enchant their material security and spiritual support,and stimulate their firm professional belief and profound professional affiliation.Finally,open up multiple financing channels,expand the scope of social support,and make use of the publicity of social media to create a benign environment for the completion of the rural teacher supply policy,so as to boost the better implementation of the rural teacher supply policy.
