accelerate the building of a leading sports nation".In a world power like China,developing national sports and building a leading sports nation are of great significance to the world's sports progress,the improvement of people's health and the promotion of people's well-being.With the advantage of China's "national system",China's sports policy has played a highly effective role.In the key new era of reform and opening up,it is of great significance for China's economic development and social progress to ensure that China's sports policy can play a more efficient role under the traditional "national system",improve the governance capability of the policy more scientifically and promote the efficiency of sports governance.Youth sports is the core for promoting the national fitness and accelerating thethe building of a leading sports nation.Policy evaluation for youth sports plays a vital role,which can not only comprehensively review and analyze the various stages of the policy process,but also timely regulate and supervise.This is conducive to the formation of the feedback mechanism in the sports policy system,which to a certain extent,will help avoid the deviation of the policy objectives,and provide guidance to the development of youth sports.Scientific formulation and evaluation of the youth sports policy is conducive to promoting the scientific development of China's sports and to an early realization of " leading sports nation ".Based on that,this paper studies on the formulation and evaluation of the youth sports policy system,which not only makes up the theoretical gap to a certain extent,but also has important practical value.This paper takes "the efficiency of the implementation of the current youth sports policy in China" as the research object.Through literature research,expert interview,typical investigation,case analysis,Delphi,fuzzy comprehensive evaluation,text calculation and other research methods,with the fourth generation of evaluation theory and applied ethics theory,and on the basis of unsupervised index generation and artificial semantic coding based on word frequency,it evaluates the operation efficiency of China's youth sports policy.Taking Beijing youth ice and snow sports policy as an example,a fuzzy model is used to evaluate and verify and thus the following conclusions are drawn:First,school sports,youth health,youth competitive sports,youth sports services are the focus of youth sports policy research areas.In the policy text,the top 10 key words are: school,sports,youth,education,tourism,health,construction,strengthening,service and development;in the indicators of its management objects,the ones with high frequency are: Olympic,youth competitive sports reserve talents training,school sports,school setting,campus football,student physique,sports industry,doping And so on.From the analysis of the key words of the youth sports policy in each year,the two key words of school and sports are the core words over the years.It can also be seen that school sports is the focus of the policy in each year.Secondly,it puts forward a theoretical framework of youth sports policy evaluation.The theoretical paradigm is the research of policy ontology and multiple co-construction.It finds the multiple values of youth sports policy,and determines the policy value and effectiveness through the scientific evaluation process.Thirdly,it defines the methods of obtaining and processing the text information of youth sports policy evaluation and its core factors.By calculating the text of the youth sports policy,analyzing the specific content and process of the youth sports policy and the realization of the policy value,this paper initially constructs the evaluation index system of the youth sports policy in China,carries out scientific data collection and statistical analysis,and finally forms the evaluation result and application.Fourth,based on the fourth generation evaluation theory,this paper evaluates the ice and snow sports policy for Beijing teenagers.From the comprehensive weighted scores of the two types of questionnaires of teenagers and adults,it is found that from the subjective scores of the questionnaire,in addition to the "more proficient sports skills",the average value of each problem indicates that the respondents are positive about the implementation of the corresponding policies.Among them,the average scores of "the degree of facilities supporting","the degree of training and competition system construction","the degree of scientific fitness promotion" are most prominent,which shows that the effect of ice and snow sports policy has preliminarily played out.In contrast,the effect of sports policy is also reflected in the widespread popularization of scientific fitness for the masses.The two indexes of "the active degree of participating in physical exercise" and "the willingness to participate in physical activities" are highly rated,which shows that the specific effect of sports policy has significantly improved the public's fitness willingness and the actual scale of participating groups.Fifthly,the weighted result of the subjective and objective index evaluation score of the youth's ice and snow sports policy in Beijing based on the fuzzy model shows that the comprehensive policy score is 8.2,which translates to 82 points in the percentage system,which proves the rationality and effectiveness of the youth's sports policy evaluation index system constructed in this paper,and shows that the whole policy is worthy of affirmation in the macro direction,and its long-term effectiveness and sustainability are also predictable.Based on the research results,this paper puts forward the following policy suggestions on the implementation and development of China's youth sports policy:First,promote consensus building in the top-level design of "Youth Sports".Through the research on the development and evolution of China's youth sports policy,it is found that with the development and innovation of social economy,science and technology and social policy,the complexity of sports policy in its formulation,implementation and performance evaluation has been fully demonstrated,and the top-level design of policy will become the key factor for the effectiveness of policy.On the one hand,according to the "health first" reform idea,promote the organic integration of youth sports-related functions;on the other hand,with the new concept of "achieving a better life" in the new era of China's socialist policy development andinnovation,reach a policy consensus on the top-level design.Second,we will improve the financial and fiscal policies for youth sports.Give full play to capital's guiding role in Beijing's sports industry,innovate the mode of capital use,and guide social capital to further increase investment in ice and snow sports industry.Continue to improve the financial,investment and financing policies to support the construction and operation of ice and snow sports facilities,and further increase the support for the construction of ice and snow sports training base.We will make overall plans for the use of financial funds,formulate relevant management measures,and give priority support to the funding guarantee of ice and snow sports training and competition,the introduction and reward of excellent athletes and coaches,etc.Third,we will improve the planning and layout of youth sports venues and infrastructure and land policies,and strengthen the protection of property rights.On the one hand,the development needs of ice and snow sports in Beijing should be fully considered.In the overall urban planning and land use planning of Beijing,we will ensure the development of public ice and snow facilities and ice and snow sports industry;on the other hand,we will strengthen the protection and development of intangible assets such as the names and signs of ice and snow sports organizations,venues and events.Guide enterprises to build ice and snow sports brands,develop high-tech ice and snow sports products with independent intellectual property rights,and improve their market competitiveness.Fourth,we should innovate the policies of employment and entrepreneurship for youth sports talents.To formulate the development plan of ice and snow sports talents in Beijing,improve the training,identification,evaluation and incentive mechanism of ice and snow sports talents,promote the identification of professional skills and the evaluation of professional titles,and establish the ice and snow sports talents information resource database and comprehensive security service platform.Fifthly,promote the innovative development of the youth sports social support network.Through various sports activities and social activities,raise youth participation,expand the social capital network,improve youth sports ability and raise youth confidence in social adaptability.We will increase policy support for special groups of young people,and work together in education,medical care,and public services to help them carry out sports activities.Sixth,we will deepen the modern governance of policies and regulations for youth sports.The modern management of the youth sports policies and regulations system is to highlight the sports + social sectors,and is a process from "small sports" to "sports +".The key points are as follows: first,to improve the youth sports policies.Through the research,it is found that there is a lack of relevant government regulations in the youth sports training market,and it is urgent to improve relevant policies and measures.Second,we should strengthen legislation and consider the overall problems of youth sports as a whole.It is not only a public right,but also a basic human right to bring youth sports into the basic rights system.Through the improvement of legislative guidance,the legal significance of the status of youth sports to establish a rigid system framework.The third is to obtain the basis ofcontinuous improvement of sports policy through policy evaluation.We will give full play to the strengths of third-party assessment institutions,communities,professional social organizations,volunteers,including enterprises and young people,and accelerate the formation of a multiple governance structure.Seventh,improve the organization of youth sports practice.First,improve the working mechanism.Establish a joint conference system for the development of ice and snow sports in Beijing.Second,strengthen industry management.The key tasks of accelerating the development of ice and snow sports will be incorporated into the14 th Five-year Plan of Beijing's national economic and social development,and the government's functions in overall planning,public service and market supervision will be strengthened.Third,create a good atmosphere.We will increase publicity,make full use of radio,television,newspapers,the Internet and other media to carry out various forms of ice and snow sports publicity activities,and create a strong ice and snow sports cultural atmosphere.In addition to the conclusions of this paper,we still need to make a long-term outlook on the sports policy related research,and the future research will be supplemented from the following aspects.The first is to improve the long-term efficiency of sports governance.Through campaign governance,mobilize resources from all parties in a short period of time,change existing concepts,overcome the organizational inertia of the bureaucratic structure.How to improve the long-term efficiency of sports governance in the short term is a common problem for scholars and managers.The second is to continue the positive effect of ice and snow sports policy.We need to consider deeper key points-how can these good policy consequences be sustained?The abovementioned governance logic of sports policy will expand to other government departments,including sports policy related departments.As far as the research content is concerned,the follow-up research can supplement the qualitative research on the youth ice and snow sports policy in Beijing.The third is to further improve the institutionalized norms of youth sports policy.In 2019,the General Administration of sport of the people's Republic of China issued the Catalogue of Current and Effective Sports Laws,Regulations,Rules,Normative Documents and Institutional Documents of the General Administration of sport of the people's Republic of China,which makes a detailed summary and explanation of national and local laws,regulations,normative requirements and other contents of sports policies.It is conducive to the development of sports industry and the improvement of the physical fitness of the whole people.Based on that,the incorporation of specific practical requirements and standardized system guarantee of ice and snow sports into the sports policy management system,and the further explanation and implementation of practical requirements for teenagers to participate in ice and snow sports will constitute not only the long-term direction of this paper's future research,but also the internal requirements of the development planning of China's ice and snow sports industry. |
