Educating people is the fundamental requirement of education and strengthening morality is the fundamental task of education. School culture is the core part in the development of a school. In other words, developing school is equal to developing school culture. School culture aims to improve the quality of human life and make long-term development of the society. "Morality" is a way of developing school. The "Morality" and the school culture are inextricably linked. The emphasis on morality is a must in the development of education. Morality has its authentic cultural function and moral attribution. The mission of developing a school is strengthening morality. School Culture construction of moral education emerged with the concept of school culture and morality. Moral education is an important part,is the core process of school culture, and school culture is the root of moral education.Nowadays, with the development of economy and the popularity of utilitarianism, the absence of morality is becoming a serious problem in the development of school cultural. These phenomena exit such as examination culture, decoration culture, teaching culture, blind comparison, plagiarism, and so on. Moral education has been far away from the moral road, and also deviated from the true implication of the culture school. In this paper the author analyzes the reasons why moral education is absent from school culture by the method of case study. The reasons can be included in cultural theory, moral concept, teaching methods. School education is never lacking the proposal of strengthen moral education, but it has not made any breakthrough. The author generalizes it as "intellect-orientated school culture" due to the current situation.School Culture of moral education should be constructed in order to meet the requirement of modern time. The author analyses the validity of its existence from paradigm shift and characterization of modern moral concept in modern time. Furthermore, the dissertation put forward some advices and suggestions on its effective methods from the six dimensions of school culture. In the school culture,the concept focuses on the important role of schooling methods,headmaster and school spirit under the guidance of the new concept; Analysing curriculum culture from both curriculum vision and Mining course moral;It pays more attention to the formation of teacher intellectuals, teachers model examples and the freedom of teachers’ life in the Teacher culture. Focusing on students’ physical and mental health as well as the formation of the students’active and healthy style of study in Student culture; Focusing on invisible pleasant environment and quality development in campus culture; Focusing on the mission of silent teaching moral education in Institutional culture,School culture focused on moral education effectively combines the dual concept of culture and morality. It not only indicates the direction for long-term development of schools, but also accords with the needs of people’s virtue in modern area by building the development orientation of schools.
