Research On The Problems And Countermeasures Of Chinese Government 's Purchase Of Vocational Training

Vocational training is an effective way to improve the national vocational qualities to promote employment. The importance of vocational training has been recognized all over the world. In the wave of privatization of public service reform, it is an inevitable trend for vocational training to be supported by the government as public goods. There are more and more problems and shortcomings exposed in the marketization process of Chinese government purchasing vocational training services. The management system and mechanism need to be improved.This paper firstly analyzes the professional training to the requirement of government procurement of services from the market mechanism of government purchasing vocational training. To find problems and reasons from the legal, administrative,fiscal and service four aspects combined with the Shanghai government actual purchase of vocational training services. The lack of legal system, unclear of administrative responsibility,too many financial channels,too single means of service are the most critical issues in government purchasing vocational training services.Secondly,through the research of the experience of German,Japanese and Australian government purchasing vocational training services in order to find their successful experience in government purchase vocational training services.Finally,suggestions and recommendations are listed from the legal system construction,the concept of paradigm shift,the innovation of services to optimize government purchase vocational training services.
