Study On Government Purchase Of Public Employment Services

The government purchase of public services is a new policy tool for transferring public services which are originally undertaken by government themselves to the institutions and enterprises or the other social organizations in the form of public bidding,bid invitation and directional entrustment.It can improve the use of financial fund and ensure the quality of public services.The CPC Central Committee has recognized the importance of providing employment training services through the "government purchase of public services"in order to promote employment.Therefore a large number of policies have been put in place to provide a basis for employment training for employed persons.Urumqi county is located in the south of Urumqi city.As a county-level government,it covers an area of 4141 square kilometers.Urumqi county government is known as the"back garden of the capital",which has a wide range abundant tourism resources and belong to rural areas.With the rural surplus labor force increased year by year,in recent years,counting on the local economic and social development situation and characteristics,the public employment service department of Urumqi county is constantly exploring new ways to enhance public employment services,optimizing service efficiency and improving the level of employment services.This paper takes Urumqi county as a research and analysis sample,a questionnaire was designed in accordance with the theory of new public management,and referring to related literature as well.There were 100 questionnaires were distributed and 84 effective copies were recovered,with an effective rate of 87.5%.Moreover 13 experts and leaders were interviewed.Based on the present situation and baseline survey for both of the labor force employment and the government public employment service in Urumqi county,some problems were found on the aspects of imperfect public employment service system,low-level of public employment service network information construction,unreasonable employment service personnel allocation,poor service efficiency and quality etc.By learning the advanced practices and typical cases of public employment services purchase from domestic and foreign governments,some countermeasures and suggestions were put forward to clarify the government’s responsibility and role in the purchase of employment services,strengthen legislation and system construction,build diversified financing channels,improve the technicalization and informatization of labor market services,rationally allocate public employment service personnel,conscientiously carry out project performance appraisal,strengthen management and supervision.This paper aims to provide reference for Urumqi county government to purchase public employment services.
