In 2003, the state council issued "on further strengthening rural education decision", the consciousness of the education service "three rural" rise to the level of national strategy. Then, the department of education has released findings from "education revitalization action plan", put forward to boost the rural education development and reform, vigorously develop the rural adult education, accelerate the implementation of the " one village one college student plan "."One village one college student plan "is the use of modern distance education, expanding higher education extends to the countryside, for the rural culture can adapt to the development of the socialist market economy needs the scientific and technological personnel and management personnel. The plan based on the rural local raising farmers’ comprehensive quality, thus solving the problem of agriculture and countryside. "One village one college student plan "in 2004 formally started across the country, by the comprehensive implementation central radio and TV university. Plan has made great achievements in the recent ten years, but there are also many problems is influenced by many factors, which affect the plan implementation effect. Therefore, it is necessary to " one village one college student plan "study the existing problems during the implementation, and puts forward corresponding countermeasures.This article selects Jingyan county during the typical agricultural county in Sichuan province as study area, through field investigation of rural community, study the implementation of the "plan of a college student in one village", "performance, analysis of problems existing in the implementation of the plan and the reasons, on this basis, put forward the corresponding countermeasures and Suggestions. Research conclusions are as follows:(1) the Jingyan county during the 2008 years since the implementation of " one village one college student plan", has trained 236 " one village one college student plan " students, these students became the rural to retain and use science and technology and management talent, effectively promote the development of local agriculture and rural economy.(2) due to the insufficient recognition of relevant departments, the investment insufficiency, the government support is not big, and the causes of student’s own factors, the current " one village one college student plan ", "existing in the implementation of school distribution imbalance, insufficient funds, teaching resources, the contradiction in engineering, lack of practice teaching, which has restricted the smooth implementation of the" one village one college student plan ", affected the implementation effect.(3) in order to ensure smooth implementation of the " one village one college student plan ", governments at all levels should pay attention to and actively participate in the project implementation; Department of teaching should be combined with the actual optimization of curriculum and teaching mode, pay attention to the cultivation of students comprehensive quality; For students after graduation to return to the grass-roots villages and towns should be included in the reserve village-level cadres, in order to better play its role; Go back to my hometown self-employment, especially to encourage graduates creation science and technology demonstration park, and give the relevant preferential policies. |
