Rural teachers are the backbone to support the development of rural education.As the largest number of compulsory education teachers,the reasonable degree of resource allocation of rural teachers is the pulse and motivation of the improvement of the quality of rural education.However,influenced by many complicated factors,such as economy and society,there are still many problems in the allocation of rural teachers' resources in the compulsory education stage,which has become the short board and weak link of basic education reform.The revitalization of rural education should be based on the "county-based" compulsory education management system,grasp the optimization of rural teachers' resource allocation as a "cow nose",from the county rural teachers resource allocation from the inside,find the problem,find the reason and try to propose countermeasures to solve the problem.This study first combs the relevant rural teacher resource allocation policy issued by the state,and summarizes the relevant research of scholars at home and abroad,so as to clarify the research purpose,research ideas and methods.The configuration of 5811 primary and secondary school teachers in J District and N County of Shandong Province was investigated by means of network survey,and some teachers were interviewed by telephone and on-the-spot.Through the statistical methods such as card-side inspection and independent t-test,the difference series of the allocation of teachers' resources between counties,rural teachers between counties and urban and rural teachers in county areas is compared by: in terms of the allocation quantity,the number of overall teacher resources in the more developed J-zone,the number of rural teachers resources is more abundant than the less developed N county;The number of urban teachers in J district and N county area is more abundant than the number of rural teachers.In terms of configuration quality,there are significant differences in the overall teacher resources of J District and N County in the level of education,the proportion of key teachers,the structure of the first academic qualification,and the professional ability,and there are no differences in the remaining indicators;J District,N County rural teachers resources in addition to professional matching,professional quality there is no difference,the remaining indicators are significant differences;There are significant differences in the allocation of quality indicators of teachers' resources in J area.N County urban and rural teachers resources in the professional matching degree,the first degree of academic margin structure is not different,the remaining indicators have significantdifferences.Overall,the overall teacher resources and rural teachers' resources in the more developed J area are better than the allocation quality of the less developed N county,and the quality of the allocation of urban teachers in the county area is better than that of rural teachers.In the configuration structure,there are significant differences in age,discipline and job title structure of the overall teacher resources between counties,rural teachers resources between counties and urban and rural areas.In addition,the overall teacher resources and rural teachers' resourceallocation structure in the more developed J area are better than that of the economically underdeveloped N county,and the allocation structure of urban teachers in the county area is better than that of rural teachers.In the process of analyzing the present situation,the author finds the problems in quantity,quality and structure of the allocation of teachers' resources in the county and rural areas.First,the number of rural teachers is unevenly allocated,the contradiction between supply and demand is prominent,second,the quality of rural teachers allocation is uneven,the level of professional development is low,the third is the imbalance of rural teachers group structure,the shortage of high-quality reserve teachers,and the fourth is the imbalance of rural teachers' resources in the county allocation.These problems are not determined by a single factor,but by economic development,education policy,teachers' own development momentum is not enough and other reasons,which are caused by: the imbalance of regional economic development,the imbalance of the government's financial input structure,the deviation of education policy design and implementation,the lack of incentives for the protection of the rights and interests of rural teachers,and the lack of motivation for the professional development of rural teachers.In view of the above reasons combined with the actual development of the county area,from the reform of compulsory education funding investment mechanism,comprehensive regulation of rural teachers management system,improve the incentive policies of rural teachers,improve the level of professional development of rural teachers and other aspects of the optimization of the county rural teachers resource allocation countermeasures and suggestions.In a word,in order to solve the problem of rural teachers' resource allocation,we should not only play the decisive role of the market in the allocation of resources,but also play the role of the government better.
