Learning plan is the main form of teaching design in the basic education field. Atthe same of time, teaching plan and learning plan attract broad attention of manyeducation workers. Compared with teaching plan, learning plan pays close attention tothe development of students. So learning plan accords with the reform concepts whichadvocate students participate actively, explore happily and are diligent in practice.Meanwhile learning plan causes more problems than teaching plan in teachingpractice.This research is mainly using quantitative research methods and qualitativeresearch methods. I selected a school which implements learning plan reform in adistrict of Lanzhou as my object of study. I collected information and made analysisby interview method, questionnaire survey, class observation and documentarymethod. Some principal problems, including the reform present situation of teachingplan to learning plan; the problems occurring in the teaching reform; thecountermeasures and suggestions to promote learning plan reform. It is expected tofind the deficiencies of learning plan reform by studying the cases in the concretereality of teaching situation. And seeking measures to support the learning planreform.This study found there were some problems with the shift from the teaching planto learning plan. Teachers were lack of correct cognition of the lesson plan andteaching plan. The reform pursued the change of teaching design’s form, so neglectedthe unity of teaching and learning. The achievements of field rips were notimplemented in the local teaching practice. Learning plan reform was lack ofprofessional led. Teaching design was lack of reasonable and effective evaluationmechanism. Teachers’ lack of effective cooperation led to inefficient teaching design.According to these problems appeared in the process of the learn plan reform andcombining with the related education teaching theory, this study make somesuggestions on the base of the reflection as follows. We must be comfortably sure ofthe real connotation of teaching design so we can achieve the fusion of teaching planand learning plan. Teaching should focus on the essence and process of students’ study.Embrace student-centered teaching ideas and develop their own learning planteaching mode. Meanwhile experts should enhance professional leading to learningplan reform. Finally, establishing reasonable and effective evaluation mechanism ofteaching design and setting up a standardized school-based teaching and research system.
