Research On The Supervision Mechanism Of Rural Compulsory Education Funds

For a long time, the main focus of China’s rural compulsory education is on the adjustment of funds guarantee mechanism, and the comprehensive regulatory regime for the guarantee mechanism is in the status of absent or half missing, which results in the low efficiency in operating of funds guarantee mechanism of rural compulsory education and have great impact on the development quality of rural compulsory education. Ministry of Education will issue "Opinions on Promoting the reform of teaching according to the laws" in 2015, according to the principle of "no legal authorization cannot be as”, to review the scope of responsibility, to define the behavior border, to give back the power which belong to the school and society, so as to make all administrative behavior are based on the laws. Education sectors at all levels should list the "power list" and "responsibility list", and public to the whole society, and accept supervision from the society. The necessary condition of high quality development of rural compulsory education is to strengthen the supervision for funds guarantee mechanism of rural compulsory education.Because of the imperfect of funds guarantee mechanism of rural compulsory education in China, the essential policies, laws and regulations are absent. On the other hand, with information asymmetry between regulators, inefficient coordination, cooperation and discounted execution are often, which also debate the efficiency of regulatory mechanism. Given the lack of results reusing of regulation and unaware rights campaign rooted deeply in the countryside, system of funds guarantee mechanism of rural compulsory education lack of forceful regulation, which means it’s too loose to be executed well and far from meeting expectation.Based on such background, this article is about to researching the funds guarantee mechanism of rural compulsory education in financial theory and practice. In theory, I will explain the necessary of supervision through agency by agreement, moral risk and reverse selection. Then, some ideas and references about financial supervision management will be shared and analysis of difficult positions in operating funds guarantee mechanism of rural compulsory education will be demonstrated, and this article will summarize how to supervise exactly with sequential reciprocity game theory,at last, will determine the final goal of the funds guarantee mechanism with fairness and efficiency theory.In practice, this article starts with the present situation and difficult in regulation, to sort out systematically and give some example of cases. At last, the article will analyze some blind spots on current policy of the funds guarantee mechanism. I will design suitable regulation standard of the funds guarantee mechanism and provide supporting measures by analyzing the system of public library funds, colleges and universities scientific research funds and fire protection funds, in order to create an objective condition of regulation and make sure it will work well;At last, I will give some advices which comes from practice of current regulation policy, mechanism and result application and matches the states of China.
