Heilongjiang Province focus on contiguous destitute areas slow economic development, education and poverty behind to become the hardest hit, the region is poverty alleviation in the province during the "Thirteen Five" the main battlefield, education is an important part of poverty alleviation. Curriculum resources in the region due to poor rural primary schools subjective and objective conditions for the development of rural primary schools in the region is particularly necessary. The study, literature, surveys and other research methods, the status of the region from the primary school curriculum resources to investigate the human, material, ideas, knowledge in four areas, analysis of the causes, to explore the development path, draw conclusions and recommendations are as follows:(1) The regional sports currently on the Human Resources PE teachers mostly male, young and aging phenomenon is obvious; heavy academic burden of PE teachers; poor salary satisfaction; there are many who desire to continue their education, but receive continuing education fewer opportunities. As can be seen, the weak foundation of PE teachers’ professional development, development goals are not clear, the objective and subjective conditions of PE teachers working under difficult to mobilize the enthusiasm, innovation consciousness.(2) physical education curriculum material resources shortage of funds, equipment and facilities with poor health, school autonomy Raising narrow, self-sports equipment lack of capacity, it is difficult to meet the needs. Skipping sports equipment and more, and most school students to use sports equipment is limited, semi-limits condition; sports equipment mainly from government or higher authorities allocated.(3) Sports Thought Resource Development curriculum consciousness, there is a lag, and contrary to the scientific development concept of development; syllabus school PE teachers do not work as there is no or incomplete work plans and other issues.(4) Physical Education Curriculum Knowledge Source Ways less use of materials backward classes among monotonous, sports training, competition carried the poor, limiting student access to physical education curriculum knowledge.(5) the path of Heilongjiang poor rural areas contiguous elementary school PE course selection from the following aspects: to establish a sports teacher leading the development of the physical education curriculum resource development model; to diversify the local conditions and material resource development pathway; foothold Distinctive local sports curriculum knowledge resource development path; integrate all resources to build a curriculum resource development co-away line.
