Research On The Factors And Countermeasures Of Influencing Rural Sports Public Service System In Zhaotong City

"Constructing the social rural sports public service system" can meet the needs of the majority of farmers to the sports culture,is an important measure to implement the spirit of the sixteen major in the field of sports,is the pursuit of higher quality of life,is the basic requirement of building a well-off society in an all round way,and carry out the Government’s the Opinion on Further strengthening and improving the sports work in the new period. In 2002, The Opinion specified the mission of”Vigorously promoting the national fitness program and constructing mass sports service system”.To fully implementing the Provincial government’s “The Implementation outline for the construction of socialist new rural areas in Yunnan Province”, according to The State Physical Culture Administration’s Comments on the implementation of the farmers’ Sports Fitness Project, Promoting the construction of socialist new rural areas in Zhaotong,and meet the growing demand for sports fitness activities of the farmers.This paper is based on the theory of sociology, sports humanities and social science, public service system construction and so on,from understanding the current situation of rural sports public service system in Zhaotong, using the literature data method to summarize the latest research progress of sports service system,summarizing the main problems of rural sports service system in Zhaotong, so as to provide the theoretical basis for the construction of the public service system of rural sports in Zhaotong city.Using questionnaire survey to describe the status quo of rural sports public service system in Zhaotong City, and using the theoretical hypothesis and logical method to sum up the connotation of the new rural sports service system, and to construct the meaning of the public service system of rural sports, the goal, and the key sports.Using questionnaire survey, observation, and case studies to confirm and explore the new rural sports service supply system, and on the basis of the construction of the new rural areas of "production development, life, rural wind civilization, village capacity clean and tidy, management democracy", from theory to further clarify the connotation,characteristics, construction of new rural sports service system significance, objectives and focus.The paper sets to study from the following aspects:(1)The basic situation of rural sports public service system in China;(2)The basic connotation and characteristics of rural sports public service system;(3)The goal, focus and significance of constructing the rural sports public service system;(4)The present situation of the supply of public sports service;(5)The construction of public service system of rural sports.The construction of new rural sports service system includes policy law, regulation organization management system,human resource system, fund and material system, and content form system and so on. The results of the study indicate the main factors that affect the public service system include the supply of funds, organization and guidance personnel structure,the function of government, planning of rural sports public service system and so on. It is hoped that these problems can provide an effective theoretical basis for the rural public service system in rural areas of Zhaotong.
