Research On The Construction Of Rural Public Sports Service Governance System In Jiangsu Province Under The Strategy Of Rural Revitalization

The implementation of the strategy of Rural Revitalization is a major strategic deployment proposed by the 19 th National Congress of the CPC to solve the problem of "three rural areas" related to the national economy and people’s livelihood,and is an important grasp for improving the rural living environment,improving the quality of rural residents’ life and promoting the rural economic and social development.As a public service to meet the people’s needs of a better life,national fitness needs to be extended to the rural grass-roots level in order to realize the shared sports development achievements of all the people in the real sense under the background of rising to the national strategy and the continuous acceleration of the construction process of sports power.However,from the practice,the development of rural public sports service is seriously affected by the level of regional,economic and social development.Although Jiangsu Province has been the leading country in economic,social and cultural development for many years,the development of rural public sports service also shows strong differences among different regions,between urban and rural areas and different groups.Therefore,taking the opportunity of the implementation of the strategy of rural revitalization,this paper takes the current situation of rural public sports development in Jiangsu as a case study and analysis,and combines the theory of multi center governance,new public service theory and cooperative governance theory to construct a multi-dimensional main structure,perfect system protection,various methods and means,and a wide range of functional utility The rural public sports service management system with multidirectional operation channels continuously improves the governance efficiency of rural public sports service,in order to meet the increasing sports demand of rural residents in Jiangsu Province,and accelerate the construction of Jiangsu Province with strong sports.This paper takes the construction of rural public sports service governance system as the research object,and uses the methods of literature,logic analysis,questionnaire,field investigation,interview and case analysis to investigate and analyze the status and predicament of rural public sports service governance in Jiangsu Province from the level of satisfaction and demand of rural residents,The purpose of this paper is to explore a number of rural public sports service governance modes and experiences with different characteristics,and constantly promote the development of rural sports in Jiangsu Province,and then provide reference for the construction of rural public sports service governance system.Through the Rural Revitalization Strategy of Jiangsu rural public sports service governance system and empirical research,the following conclusions are drawn:(1)The promulgation of the strategy of Rural Revitalization provides an important opportunity for Jiangsu Province to develop the rural sports.Therefore,government departments,social forces and citizens at all levels should work together to seize the opportunity to promote the development of rural public sports services to a higher quality level.(2)It is an important way to realize the Rural Revitalization to build the governance system of rural public sports service and promote the development of rural public sports service.The basic purpose of implementing the strategy of Rural Revitalization is to take sports development as the grasp,and then to promote the overall development of rural economy,society and culture,and gradually form a new pattern of development with sports as the leading direction and mutual promotion.(3)There are still many problems in the development of rural public sports service in Jiangsu Province.The development of rural public sports service is uneven among different regions,between urban and rural areas and among different groups;The construction of governance system is weak,which makes it difficult to guide the development of rural public sports service from macro perspective;The lack of governance means makes the satisfaction degree of rural residents very limited;The operation mode is relatively single,and it can not drive the development of rural public sports service from multiple directions.(4)At present,there is a serious bias in the supply of rural public sports services in Jiangsu Province.The lack of the ideological consciousness of the main supply subject is to supply the physical services such as site facilities and public funds.The lack of quantity and quality of non-material rural public sports service such as activity organization,sports guidance and information publicity seriously affects the further development of the overall sports cause in Jiangsu Province.(5)The construction of rural public sports service governance system is not only the basic requirement of implementing a series of national strategies such as rural revitalization,national fitness and sports power,but also the inevitable choice to realize the modernization of rural public sports service governance and rural residents’ modernization.In the process of construction,we should not only embody the development concept of "innovation,coordination,green,opening and sharing",but also fulfill the principles of integrity,sociality and equalization,so as to achieve the goal of governing according to law,effectively governing and improving people’s livelihood.From the perspective of composition,the governance system of rural public sports service is a comprehensive system involving the main body structure,system policy,method and means,function utility and operation mechanism.It needs to have diversified participants,diversified governance methods,multi-level utility functions,multidimensional operation system and a complete set of strict The normative system and regulations are driven.
