Research On Information Disclosure Of Universities In

Being a new thing, Methods for Public Information Disclosure in Universities and Colleges have been facing many issues and disputes in the past 5-year implementation. In order to further forwarding information disclosure in universities and colleges, expanding social supervision and improving the transparency in the work of education, on 25 th, July, 2014, the Ministry of Education formulated and issued the Notice of the Ministry of Education on the Publication of the list of Information Publicity for the Higher Education Institutes in accordance with the Government Information Disclosure Regulations of People’s Republic of China and Information Disclosure Measures Universities and in Colleges, which requires that Higher Education Institutes of various levels should open information disclosure column in their portal websites and disclose the contents of all the lists before October, 2014. Through careful research of the websites columns in 80 universities and colleges, the author has found out that there still exist many problems such as “not willing to be publicly”, “reluctant to be open”, and “dare not to disclose”. This paper, starting from the theory and practice of information publicity in universities and colleges, tries best to find the actuality of Guangzhou university information disclosure and the existing problems, and analyzes the reasons, and its countermeasures.In order to achieve the expected purposes of the study, this paper mainly uses three research methods. Using literature analysis is to build theoretical analysis on the basic theory of information publicity and information disclosure system in universities and colleges; using the survey method is to analyze the existing problems and reasons and to combine with the construction of Public Information Column basing on the current situation of Guangzhou university information disclosure of 80 universities and colleges in Guangzhou City; using comparative analysis is to analyze information in universities and colleges both at home and abroad and to compare themain characteristics and advanced experiences and problems existing in the information publicity in universities. On the basis of the existing problems, this paper puts forward the corresponding countermeasure to make public information disclosure implementation in real in universities and colleges, which will have important practical significance.Through research, the author found that information publicity in Guangzhou universities still exist the following problems: Firstly, it is the weakness of consciousness for public rights and obligations subject to the information disclosure work; Secondly, the universities in the practical work has not well followed the basic principles of information publicity; Thirdly, the content of the Public Information in Universities and Colleges Information Column has not been implemented in accordance with the Notice of the Ministry of education on the Publication of the List of Information Publicity for the Higher Education Institutes; Fourthly, the methods are short of objectivity, integrity, unity and readability; Fifthly, the supervision and remedy mechanism is a mere formality, the improvement of information disclosure system is slow. Next, it should be from the strengthening of promoting the information organization safeguard, breaking through the bottleneck of university information range, optimizing the methods and procedures of information publicity in colleges and universities, ensuring colleges supply of information disclosure basis, improving the information disclosure of the multiple supervision and remedy mechanism and so on to give advice and perfection.
