Research On Optimization Of Information Disclosure Of Independent Colleges In Shaanxi Province

With the rapid development of information era,the importance of information disclosure in colleges and universities is becoming more and more prominent.The information publicity makes the university work more transparent,which can effectively be monitored by the society,thus achieving the goal of constantly improving the management.As an important reform in China,on one hand,independent college has effectively met the needs of society for education.On the other hand,there are many problems and controversies in the development of independent college.In recent years,the independent college has lost people’s confidence on its future development because of the operation mode and the status of running school.The main reason is that the information disclosure mechanism is not perfect and can not be effectively supervised.In 2010,the Ministry of Education released the "Information Disclosure Measures for Higher Education",which makes relevant demands on the information of colleges and universities.However,such aspects as the public organization,open channels and content of independent colleges have not reached the institutional requirements,which is due to the lack of initiative on information publicity.Therefore,it is necessary to study the information disclosure optimization in independent colleges.Through the investigation and analysis of the contents of information disclosure,the coverage scope,the special nature and the implementation affect of 11 independent colleges in Shaanxi province,this paper selects 5 primary indexes and 33 secondary indexes to try to establish the index system for information disclosure evaluation.The study finds out that the construction of information publicity in Shaanxi independent college is not yet completed,and there are some problems: the unsound organizational structure of information disclosure,the lack of institutional guarantee,the awareness of active public information,the weak supervision,and the channels for public information.The root of these problems lies in the reluctance of independent college to expose information publicly,even knowing the necessity and the way of information discourse.Based on the problems of information disclosure of independent college in Shaanxi province,this paper analyzes its causes and puts forward corresponding approaches.It hopes to provide valuable reference for information publicity of independent colleges in China,and thus effectively improve the management level.
