The rapid development of network technology, led to the development of online education, online education has the advantage of traditional education, lifelong education is difficult to achieve, personalized learning and global learning becomes possible, online courses as an important carrier of online education, design and development of high-quality online courses, attracting more and more attention of researchers.Currently the number of online courses not only numerous, but also a wide variety of applications, but from the point of application effect, the quality of most of the online courses is not high. Analyze the reason, the author think that it is because the goal of online courses is not clear. To solve this problem, The author put forward the research topic about network courses design and development under the guide of scientific goals, through researching goal-orientation theory in the design of online course and analyzing the theory of knowledge taxonomy, and completing the research about goal-orientation theory in the design of online courses. Considering the existing book “Basic Computer of College”, its online course goal-orientation is not clear, and this course requires learners achieve growth about different types of intellectual,after learning this course. therefore, select this course “Basic Computer of College” to do a study at this stage of online courses design practice, both conform to the requirements of the goal oriented online courses design, and can satisfy the needs about different goals of “Basic Computer of College”. The online courses design based on goal-orientation consisting of two stages: curriculum design and teaching design, the focus of the design on the latter stage, conduct teaching design according to three different teaching targets respectively, form three teaching design forms : teaching design based on the behavior of goal-directed, the production goal oriented, the expressive goal-directed.After the completion of "Basic Computer of College" network curriculum design, to achieve the development of each module according to the design requirements, through commissioning, the network will be developed into practice teaching course.At the end of the total course after learning, let the students and teachers to evaluate network curriculum through questionnaires and interviews, by analyzing the collected data of evaluation, get objective evaluation for application effect of network curriculum of "Basic Computer of College", to improve the issues that arise in the curriculum design and development of network, to provide a complete model reference for "Basic Computer of College" network curriculum design and development.
