International aid is voluntary transfers of public resources between governments, non-governmental organizations or international agencies to improve living conditions of the recipient countries. In today ’s international aid system, in addition to official development assistance, a large number of civil society organizations have emerged and became significant power. CARE International was founded in 1945, it is a leading humanitarian organizational which has 14 members in the world. To fight against poverty and inequality is its target.Africa is one of the poorest areas of the world, it suffered unjust colonial rule for hundreds of years. In the early 1960 s, a large number of African countries gained independence, they need external assistance to promote their social situation. Other than general international organizations, CARE International has its unusual advantages. CARE International has made outstanding contributions in terms of humanitarian relief, infrastructure construction and capacity building in Africa.
