As the competition of talents is much fiercer in the world, China is paying more and more attention to its human resource policy, aiming at changing the most populous country into a human resource country. Each province in China has carried out a series of policies, which base on the level of development of economy and society, to promote the development of the human resource. For the reasons of the facts, the ability of making policies and the attitude of talents, there are many differences among the policies. And that is the precondition of this graduation thesis.The studying object of the paper is Sichuan and Jiangsu province’s human resource policies, by taking both the previous preparation and the fact into account. The paper fully analyzed the differences of policy environment, strategic policy and special policy of two provinces and then come to the conclusion that each of them has its advantages, but Jiangsu is better overall. Both of them think highly of talented people and introduce many relevant policies. However, Jiangsu’s policies are more systematized and better at the representation of its resource and requirements.By using the experience of Jiangsu for reference, Sichuan should optimize its human resource policies in four aspects. The first one is to give a sure statue of talents in the policies. The second one is to increase the gold content of policies. The third one is to improve the systematization of its policies and the fourth one is to make sure that all the policies can be implemented effectively.
