Policy synergy refers to the policy subjects,policy measures and related policy elements,which are coordinated in the policy process to achieve the collaborative process of policy objectives.The synergy of talent policy refers to the main subjects of the talent policy,policy content,and policy measures.In the process of implementing the talent policy,the goals embodied in the implementation of the talent policy are synergistic.The talent policy synergy has the following four characteristics: coordination,integrity,adaptability and effectiveness.Generally speaking,the higher the degree of synergy of the talent policy,the better the policy environment and the more attractive it is.Shenzhen is a frontier city in China's reform and opening up,and the achievements in reform and development have attracted worldwide attention.One of the important experiences of Shenzhen's successful development is the emphasis on talent introduction and talent development.Shenzhen's emphasis on talents is reflected in the policy practice.Shenzhen has formulated a series of relatively complete and coordinated talent development policies,effectively introducing,nurturing and using talents,and continuously promoting the high-speed and high-quality development of Shenzhen's economy,society and culture.Based on this,the thesis aims to study the talent policy of Shenzhen with the help of synergy theory.Based on the theory of policy synergy,the thesis constructs a three-dimensional analysis framework of the synergy of talent policy,that is,a three-dimensional analysis framework consisting of “content dimension”,“subject dimension” and “tool dimension”.The paper uses three dimensions to encode the text of Shenzhen's talent policy.At the same time,it combines the research and interviews with relevant personnel and talents of the government to conduct empirical research on the synergy of Shenzhen's talent policy.After analyzing the coordination of talent policy in Shenzhen,this paper puts forward the suggestions for improving the coordination of talent policies of Shenzhen at the end: First,in terms of the content of the talent policy,we should pay attention to the balance of policy sub-objectives,make the personnel policy objectives prefer moderate coordination,and strengthen the top-level coordination of policy content.Second,in the aspect of talent subjects,we should improve the consensus and synergy of the main subjects of talent policy,introduce market organizations and public organizations to participate in talent service,reduce the competition conflict between the main subjects of talent policy,and enhance the synergy of policy implementation.Third,in terms of talent policy tools,we should enhance the complementarity of talent policy tools and enhance the overall coordination of talent policy tools.
