Educational fairness is a common aspiration of education practitioners and the general public. The governments and the society have never ceased their pursuit of educational fairness. In recent years, along with the progress of educational reform, school district housing has been known to and familiar to the general public. From the perspective of institutional economics, this paper interprets the phenomenon of school district housing in a new manner and analyzes its causes and development tendency.In the circumstances of recognizing the demands of students, compulsory education requires the lowest costs. Different classification of compulsory education attributes will lead to different institutional costs. From the perspective of complete institutional economics, the institutional cost will infinitely increase if completely public non-differential education is adopted in the implementation of compulsory education, and its rent will be dissipated partially or completely. In order to avoid rent dissipation of return in compulsory education, it is necessary to introduce the proxy for market, which is represented by school district housing. Through analyzing the attribute of school district housing, this paper infers that school district housing will be more beneficial to better development of compulsory education in the condition of the current stage of social development and current input of quality educational resources. While promoting the development of compulsory education, the proxy for market, represented by school district housing, could better boost social development and accumulation of total social wealth.When the society is wealthy and human life significantly promotes, the quality compulsory education will gradually realize large-scale distribution. The fairness of compulsory education will shift from education resources to education quality. When the quality education resources realize large-scale distribution, the proxy for market, represented by school strict housing, will increase the institutional costs rather than decreasing them. In order to guarantee the optimization of institutional costs, the phenomenon of school strict housing will be automatically dissipated.
