Since 2015,when the nearby enrollment policy was implemented,the housing market in the school district has developed rapidly.The outstanding educational capitalization characteristics make the housing in the school district obviously different from other real estate,therefore,there is no uniform industry standard to be followed in the evaluation of school district housing value,which is very disadvantageous to the pricing and transaction of school district housing.At this stage,the Harbin School District housing premium situation is obvious,this study will take into account the specific situation of the Harbin School District Housing Value Assessment Study,using quantitative and qualitative analysis methods,to judge the influence factors of the regional real estate value effectively,with a view to adopting more reasonable evaluation methods to evaluate the real estate value of the Harbin Harbin School District,and to provide the basic theory and research experience for the evaluation of the real estate value of the Harbin School District,it provides the value reference for the economic activities such as the school district housing transaction and the tax revenue.At present,the main methods of real estate appraisal are market method,income method and cost method,but these methods still have some deficiencies in school district house value appraisal.In the process of reading and combing the existing literature,it is found that many scholars have accumulated more experience in using the hedonic price method to study the factors influencing the housing premium and the housing value of the school district,this study provides a theoretical basis for the selection of characteristic variables,the experience of model measurement and the application of the model in evaluating the housing value of the Harbin School District by the hedonic price method.In this study,a sample of 325 second-hand school district houses was selected in November 2020,including 61 residential districts around 28 primary schools and 23 secondary schools.After regressing the sample data with linear,semi-logarithmic and logarithmic linear models respectively by SPSS software,the semi-logarithmic function model which adjusts the maximum value of R2 is selected by comparing the goodness of fit.The semi-logarithmic regression model was used for evaluation after significance,Multicollinearity and residual Normality test.In the test of economic meaning,the most influential factor of characteristic variable is the quality of middle school,and the next is the quality of primary school.The influence of middle school quality on school district house price is 0.279,the influence of primary school quality is 0.096.However,the policy of "Multi-school" compared with " Single school" will also bring value to the school district housing.In order to test the evaluation effect of the model,a sample of 23 school districts in central Harbin city was randomly selected to carry out the evaluation test.The deviation between the evaluation value and the actual transaction price was within 10%in most of the samples,with an individual of about 15%,the error between the appraisal result and the transaction price can pass the 20%error test stipulated by the international real estate appraisal standard,which shows that the model can be used to evaluate the value of the Harbin School District.In order to apply the hedonic method to the real estate appraisal practice,chapter 6 subdivides the real estate appraisal business,pays attention to the school district real estate appraisal,the standard school district real estate appraisal criterion and the procedure;Improve the information disclosure of school district real estate transactions,co-construction and sharing of real estate evaluation data information platform,improve the professional competence of evaluation professionals;In the evaluation,the education factors,the scientific establishment of the characteristic variable index,the construction of the general characteristic price evaluation model and other aspects are taken into account,and reasonable suggestions are put forward to promote and popularize the application of the characteristic price method,it is hoped that the relevant research and development proposals can provide reference for the further study of hedonic price method in the evaluation of housing value in Harbin school districts.
