A Study On The Present Situation Of The Implementation Of University Charter By Law

To implement the spirit of the Eighteenth National Congress of the CPC(the Communist Party of China) and promote the implementation of the Outline of the National Mid- and Long-term Educational Reform and Development(2010-2020), Ministry of education issued the Outline of Comprehensively Promoting the Implementation of Governing Universities by Law On November 22 nd, 2012,according to the Educational Policy Law(number9 in 2012) to deeply implement the scope of scientific development,comprehensively implement requirements of governing country according to law, vigorously promote the construction of governing universities according to law in all types and levels of universities. However, the Charters of Universities which exist as a guide and standardize of the work of the school’s charters and basic laws have substantial development in recent years. By means of questionnaire, interview transcripts and other forms, this thesis will approve the implementation of the three universities’ statute text content and to conduct research in the implementation of the school to investigate according to law the status of implementation of the articles of association of the university governance in the process and lead to problems and combine with the actual give reasonable suggestions according to the found problems and deficiencies found. This paper is divided into eight parts which respectively include introduction, chapter one, chapter two, chapter three, chapter four, chapter five, chapter six, and the conclusion.The introduction,Mainly through the current development status of the rule of law and the Charter of the university, explore the internal relations between the two, which leads to the theme of the article.is the background and significance of topics, mainly is divided into two parts. The first part is the background, under the current law of the background with development of University Statute to summarize selected topic background. The second part is to discuss the significance of the topic from the theoretical and legislative significance. Chapter one is the legal analysis, mainly analyzes the concept of university statutes, law and theory.Chapter two is about the basic situation of the research, through the research purpose, the research object.
