The constitution of university plays an important role in the construction and development of modern universities.The university constitution is the "constitutional"guarantee for the smooth implementation of the university.It inherits the national education laws and regulations and the internal rules and regulations of the university.It is the fundamental basis for the daily education and management activities of the university.The construction of the university charter in China has become the focus and hot topic of the higher education sector,but the implementation process of the charter is more important.Just as the famous saying "practice is the sole criterion for testing truth" emphasizes the importance of practice.The implementation of the charter is the only way to test the scientific and feasibility of the charter.Exploring the problems and deficiencies in the implementation process of the charter,and correcting them in time,can effectively exert the effectiveness of the charter.What are the current status of the establishment of the university charter after entering the implementation stage?What problems exist?What factors affect the implementation of the charter?How to promote the implementation of the charter more effectively?Based on this,when the university charter is implemented,this paper attempts to use the process model of Smith policy implementation as the theoretical basis to explore the factors affecting the implementation of the charter.The teachers and students of the three universities in Xi'an,Shaanxi Province are selected as the research objects,and the questionnaire survey is adopted.Interview with the field interviews to collect the understanding of the factors affecting the implementation of the charter by the teachers and students of the three schools,and deepen our understanding of the status in the implementation of the university charter and the factors affecting its implementation.In general,these three universities have paid attention to the implementation of the regulations to a certain extent,but there are still some problems.For example,the enthusiasm of teachers and students to participate in the implementation of the charter is not high,and the implementation status is not satisfactory;the implementation of the charter is not clear,the executives do not pay enough attention to the implementation of the charter,and the implementation ability needs to be improved;the implementation of the charter lacks supervision and related supporting system;Lack of effective publicity.In addition,data processing is used for variance analysis and correlation analysis to identify factors that affect the implementation of the charter.The results show that the implementation effect of the university charter is affected by the factors such as thecharter itself,the target group,the executive body,the operating mechanism and the cultural environment.However,the policy itself and the target group factors have a greater impact on the implementation of the charter.The executive body,operational mechanism and cultural environment factors have less impact on the implementation of the charter.Finally,combined with the actual situation and the excellent experience of the implementation of the regulations of foreign universities and colleges,put forward corresponding suggestions for improvement:adhere to the high position,continue to improve the charter;strive to increase publicity,enhance the awareness of the charter;clarify the executive body,improve the implementation level;optimize the supporting system,improve Supervise mechanism;cultivate cultural environment,increase legal education;rationally learn from experience and construct characteristic regulations.Strive to continuously improve the regulations in the implementation of various colleges and universities,enhance the effectiveness of the implementation of the charter,which is conducive to the improvement of the modern university system and the promotion of university governance changes.
