Research On The University Statutes Construction Under The Perspective Of University Governance

Promoting the comprehensive reform of higher education and to realize the modernization of university governance capacity and governance system, is the theme of the times in the development of higher education. Currently, the higher education is facing the dual transformation of the system transformation and the standards of governance. People's expectations of higher education are increasing. The relationships between University and government, social and internal stakeholders are also changing quietly. There is a series of new problems, new challenges and new opportunities in the process of university governance. Strengthen the construction of university statutes and establishing modern university system is an important measure to promote the modernization of university governance capacity and governance system.The University Statutes is a comprehension of university internal rules and regulations, the construction of The University Statutes is an important component in the construction of modern university system, and also it is a fundamental basis for the University Governance. The research on the construction of university statutes from the perspective of university governance, which is of a great significance to the formulation of University Statutes and the actual management work. This research is to study the University Statutes from the perspective of university governance by using the methods of literature research, text analysis, comparative study and others. This research has five parts: firstly, illustrating that the construction of University Statutes is requirement of the times, analyzing the realistic factors, theoretical basis and practical value of the construction of the University Statutes, thus, revealing the relationship between university management and statutes. Secondly, combing the historical process of the construction of University Charter in China in detail, so as to sum up experiences and revelations to analyze current situation and existing problems. Thirdly, from comparing the text content at home and abroad, it will find out differences in our university charter and foreign university regulations to gain useful reference. Fourthly, it will analyze the target location, principles and value orientation, clear the new requirement and development on construction of Chinese modern university regulations. Lastly, aiming at the existing problems of Chinese university regulations and the gap ours and foreign universities, this paper proposes the suggestions of improving the construction of University Charter in China.Construction of Chinese university regulations should provide appropriate institutional arrangements for each dimension of university governance, and it can offer legal basis and institutional guarantee for the scientization, legalization and standardization of the university governance so as to achieve harmonization between university governance and university statutes.
