As one of the precondition of the development of net-work based education, the construction of net-work based educational resources is being emphasized by all levels of educational departments and schools. At present, we must speeding up the progress of building instructional resources based on school Intranet, as well as paying sufficient attention to the sharing of resources all over the country.Guided by constructivism and humanism, this research aims to providing a Web-based instructional resources creating system designed for teachers. Based on school Internet/Intranet, and using the mode of web sites management, this system is designed for the building and management of instructional resources for schools. The system is teacher-oriented, which is its most remarkable point. By simple operations through web browser, teachers add instructional materials to the system. According to user requirements, the programs of the system server automatically produce correlative WebPages containing the materials added by teachers. And teachers can expediently modifies and updates what have been input into the system.Filling the role of a school technical member, the author designs and programs the system. At present, elementary functions of the system have been realized. The next step is to utilize the system for the building of Web-based instructional resources for schools. Here we need teachers of different subjects to input instructional materials through the web browser interfaces into the system server. The idea is that school technical staff takes charge of the programming, while the teaching staff takes charge of the instructional design and material making. The programming and realization of the system have proved such model of building Web-based instructional resources to be feasible.The whole thesis is divided into seven Parts. Part I introduces the background, terms, purposes and main task of the research. Part II explains the theoretical basis of the present research, including the theory of constructivism and humanism. Part m discusses the techniques to be used to realize the system. Part IV elaborates on the design of the system, including the design of functions and structure, the organization of instructional resources, and the design of database structure, etc. Part V dwells on therealization of the system. Part VI presents the application of the system. Part VII contains the conclusion and problems to be further studied.
