China's Current Urbanization Development Stage Characteristics And Countermeasures

This thesis holds that the scientific forecast on the foreground of the urbanization process in China should be based on the correct understanding of the current developing situation. With the Urbanization Developing Phrase Theory, we could have a new research perspective to orient China's urbanization process, find out the character of the existing developing phrase, especially the existing problems and put up a series of scientific developing countermeasures.This paper mainly is composed of four parts. The first part is to discuss the complete definition of urbanization and state the Urbanization Developing Phrase Theory. The urbanization developing process can be divided into three phrases, the first is the substantial urbanization phrase, the second is non-substantial urbanization phrase, the third is the ebb-urbanization phrase.The second part points out that China today urbanization process is in the transferring period, from the first developing phrase to the second developing phrase. The present developing focus is the non-substantial developing not the substantial developing, is the quality of the urbanization but the quantity of the urbanization. High urbanization developing speed and high urbanization rate should not be the developing aims for the present developing phrase.The third part sums up the existing problems in the substantial urbanization phrase. The main problems can be divided into two kinds. One kind is brought by the old developing aims, the other is brought by the old developing patterns.In the end, the fourth part puts up a set of developing countermeasures. One is the new construction on the strategies of urban developing scales. Different kinds of urban (or city) should have different developing strategies. The other is we should pay attention to take the non-substantial urbanization, the quality's upgrading as the new developing aims.
