Today we live in an information world and people need to update his knowledge constantly in order to catch up with this vast exploring information world. The traditional face-to-face learning approaches are no longer satisfying the need of learning request because of the confinement of the time and the place. The new learning method - Internet based learning and education (E-Learning/E-Education) which makes best use of limited teaching source and without restriction on the time and the place is accepted by the increasing number of people.Internet Education means internet-based distance education. It puts traditional classroom into internet by means of multimedia, database and internet technology. But current available Internet Education solutions are lack of interaction and tracking on communication between teachers and students. Students want to not just listen to the teachers' voice and they want to replay it once it is needed. Students want to see the teachers' and replay the scene once it is needed again. To facilitate this need, this paper introduce the concept "Internet-based Recordable Voice Teaching System(RVTS)" in accordance with sample distance education systemꔞlueGLAS.This paper describes the concept and design method of RVTS, analyzes its technical characteristics and discusses its functions as well as future improvement. In conclusion this paper shows the elements of prototype on this internet-based interactive teaching system and picture of its future.This paper is composed of five chapters. Chapter One introduces Internet Education's development stages, representation form, merits and current development status of Internet Education in China and USA; Chapter Two describes a full distance education systemꔞlueGLAS and discusses its system architecture; Chapter Three discusses the underlying technologies including Object Oriented technology, COM and WinSock technology; ChapterFour is the key part of this paper, it discusses the concept and module design of RVTS and also presents the approaches for implementing the voice communication. Chapter Five discusses the future of RVTS and the picture of future interactive teaching system.
