The neoteric non-governmental education of Shanghai was in its flourish. From the middle of 19 century to the eve of coming into existence of People's Republic of China, there were all kinds of non-governmental higher institutes, middle and elementary schools through near 100 years' development, and Shanghai became the most development city of education in China. At the early days of People's Republic of China non-governmental schools and universities of Shanghai lasted for several years, they were taken over by government in 1956 and not resumed until the implement of reform and open policy in 1978.After reform and open policy, Shanghai's economy made rapid progress. Non-governmental education of Shanghai developed gradually under these social factors, including the reform of economy system, the reform of education system, international education intercourse, population flow and so on.Non-governmental education of Shanghai went through three stages on the whole, resuscitation and exploring stage (from 1978 to 1992), government's encouraging and its booming stage (from 1992 to 1997) and government's normalization stage (from 1997 to now). During the process of development, non-governmental education of Shanghai takes on the following characters, Shanghai government provided much assist for non-governmental middle and elementary schools, there are many forms of non-governmental schools and universities and diversified main body for running non-governmental schools and universities.The development of Shanghai's non-governmental education can not only meet the public's diversified demand and make up the educational outlay of government, but also can impulse effectively education system's essential reform and promote the change of educator's educational idea. But there still exist some problems preventing its development, such as the problem of its status, appellation, reasonable profit, staff, management system, legislation and the relations between the government and non-governmental schools and universities.After China joining the WTO, the international education ideas and system will challenge our traditional education ideas and system. In order to adapt the changing times, non-governmental education should become the pioneer of reform. Shanghai's non-governmental education still has more development space and it needs exploring by theory educators and practice educators.
