The Xinjiang Staff Training Center of CNPC is transformed from the former Xinjiang Petroleum Institute according to the national reform on education and the plan of the State Council and CNPC. The prospect of the Xinjiang Staff Training Center is not so positive compared with other petroleum universities in China. Actually, the Xinjiang Staff Training Center doesn't have any advantages in not only teachers' qualifications but also kinds of majors offered by these four main petroleum universities outside Xinjiang. Within Urumqi, compared with several main universities and main training schools, the Xinjiang Staff Training Center of CNPC has both advantages and disadvantages of competition.Through the study and analysis of related strategic theories and based on problems currently faced by the Xinjiang Staff Training Center of CNPC, this paper attempts to develop a variety of strategies for the xinjiang Staff Training Center of CNPC. It elaborates on concepts and special features other educational institutions and enterprises have utilized. It also discusses some disadvantages of the way the Xinjiang Staff Training Center of CNPC is operating as well, such as lack of sense of competition, serious brain drains and over-controlling... In the paper, four strategies are put forward to improve the situation. They are 1 .Investment Conformity and Human Resources Optimization 2.Clarifmg the Mission 3.Establishing Learning Organization 4.Marketing Research, which is hoped to provide some constructive ideas for the development and further reform of the Xinjiang Staff training Center of CNPC.
