Academic leaders are those who have versed scientific attainments, active scientific ideas and international one-up scientific level; can lead the development direction of discipline; can construct and lead an excellent procession and speed the development of discipline. In the process of the university striding forward to "international top-ranking university", the academic leaders are very important. At the present time, the academic leaders of Chinese university exist some problems, such as the amount is not enough, the discipline structure is not logical and the age is old. These problems have badly influenced the development of the university and the higher education. So, every university must take some action to satisfy the needs.The theory and practice of overseas is mature, such as the opening of employment, specific employment qualifications, strict evaluate procedure and so on. Compared to overseas, we have some questions, for example, the standard of employment is inexplicit, the conditions are short of competition.
