A Study On The Countermeasure And Existed Problems Of The University Financial Management

Under the circumstance of socialist marketing economy, in universities, it is a universal problem about how to make the university financial management fit the new developing situation and provide a broader space for university development. This article reviews the developing background of university financial management theory through the analysis on both foreign and domestic university financial management situation, then points out the significance and necessity of enhancing the university financial management. Firstly, enhancing the university financial management is an objective demand of rapid progress of university cause under socialist marketing economy condition. Secondly, it is urgently needed for accelerating the progress of university affairs. Thirdly, it is a specific thinking over actual problems of the university financial management. Fourthly, it is necessary countermeasure to promote the benefit of management. This article points out a lot of problems in the university financial management in China through a study on the university financial management system of China, namely, bugs of system, lacking systemic evaluating indexes, incomplete in running structure, using capital asymmetry, weak in cost sharing structure, usually some get out of line things happened, not concentrating enough on the risk and so on. Then analyzing the cause of these problems, considering the actual problems happened in the university financial management, discussing the feasibility of enhancing the university financial management from four angles. Firstly, establishing new conception of the university financial management; Secondly, promoting the efficiency of using capital to enhance the university budget administration; Thirdly, establishing modern and informational university financial management system; Fourthly, establishing the university financial evaluating indexes, adding a function of financial analysis.
