The Developing Of Urbern Community On Construction Of China's Civil Society

Civil Society lays a solid social foundation for the Chinese democratic development. China's Civil Society construction requires a certain supporter, Urban Community is a very important one. The conjunction spot between Urban Community construction and China's Civil Society indicates that Urban Community construction for Civil Society offers a strategic space and an important developed path. However, with the continuous development of Urban Community construction, there appear some restraints such as behindhand of Community Participating, Community Self-ruling is not high and the Community Intermediary Organizations is not mature. Therefore, only by strengthening Community Participating, improving Community Self-ruling, fostering Community Intermediary Organizations to promote the further development of Urban Community and to ensure the China's Civil Society construction.Thesis is divided into four parts:The first part is the theoretical analysis between Urban Community construction and China's Civil Society. Urban Community construction is a process that under the leadership of the party and government, with Community Participating as the driving force, Community Self-ruling as the core and Community Intermediary Organizations as the key to develop grassroots democracy and to improve the standard and quality of living. Chinese Urban Community construction in the perspective of Civil Society has a dual nature, transition, organization and uneven development, autonomy and other features, which has a certain similarity to China's Civil Society.The second part is the inter-relate between Urban Community construction and China's Civil Society. First, the conjunction spot appears that market economy is common formation premise, democratic politics is common system basic, citizen self-ruling is common concept support and "State-Society" dual interaction is common intrinsic motivation. Moreover, Urban Community construction also provides a powerful development impetus, a solid social foundation and reliable organizational guarantee for the construction of Civil Society, Urban Community construction has a positive meaning for the Civil Society.The third part is the summary of Urban Community construction .On one hand, the Urban Community construction has made certain achievements which shows the party and the government have become increasingly prominent in the leading role; the core of Community Self-ruling is increasingly clear; residents to participate in Urban Community construction become more and more democratic values. On the other hand, there also exists some problems to hinder its further development which including behindhand of Community Participating cause the lack of motivation; Community is not high degree of autonomy led to the foundation of Chinese Civil Society unstable; Community Intermediary Organizations not mature led to the channel of construction is blocked.The fourth part is the measures of Urban Community construction. By fostering participation awareness, broaden the channels, innovation in system, optimize the structure to strengthen Community Participation; through a clear government position, Intermediary Organizations accurately define the responsibilities, community improve the capacity of self-ruling ,enhancing the law to improve Community Self-ruling; through arranging the relationship with the government, strengthening its own building, expanding mass base, regulating its management to foster Community Intermediary Organizations.
