With the development of networking and information technology and the Chinese government's firm support for the web-based education, the web-based education become new trend in modern society. As a key point of guaranteing the quality of the web-based education, electronic learning portfolio has received great attention from many researchers nowadays. However, the electronic learning portfolio is still at the primary stage in China. Because electronic learning portfolio, a kind of qualitative assessment based on the web, meets demands of the assessment innovation and web-based education, it become more and more outstanding in recent years. It becomes one of promising methods for assessment now. After referring to a lot of papers and other materials on electronic learning portfolio in Chinese and English as well, I think reflective thinking is a key point of electronic learning portfolio which distinguish itself from other common portfolio. The main goals of assessment is to provide a good environment for study, help students to become self-directed learners with reflective thinking, make themselves keep finding out what should be done in order to be more capable during the whole life, lead them to be capable by means of practice. If an electronic learning portfolio can achieve these goals (to train self-directed learners with reflective thinking) then the importance will make itself out of ordinary.In this paper, we first point out the student's subject positioning in web-based study and assessment, the importance of reflective thinking and introduce briefly the theory of portfolio assessment. Then in chapter three we go on to introduce the theory and technical support for the assessment module which is designed and developed in this paper for reflective electronic learning portfolio. And we also introduce the framework construction for it. In chapter four, we introduce the ideas of how to design this kind of assessment module. And we also introduce the system's framework, function and a six-step develop method as well. In the end, we draw a conclusion based on practice and give some remarks and suggestions which maybe will be useful for those who are also interested in this topic.
