Since network appearance and popularization, e-Learning becomes another way that carries out the education. Education technology achieves great development. Trying and implementing through about ten years, e- Learning achieved plenty of experience and effect. When we are absorbed in studying e learning, however, we find that Face-to-Face cannot be substitute from e learning. Instructor Face-to-Face teaching determines the performance, especially in skill training and attitude changing. Traditional training usually base on Face-to-Face model, the advantage is high social present and media richness. But the disadvantage is higher requiring in the time, the space, the people, and the cost. Educationists reflect on Face-to-Face and e learning, and therefore blended learning is popularity. Blended learning integrates the Face-to-Face and online learning, improving performance and reducing cost in the training. Blended learning was used in enterprise' s training, initially. Training can be sort by skill training, attitude changing and learning knowledge. Institute provides asynchronization interactive instruction service in anytime, anywhere and anyone by network learning platform. On the other hand, instructors organize synchronization learning and practices, and get the feedback in classroom & network.With Macao' s return to the Motherland, MSAR Government is a sure way to build Macao's prosperity. At the same time, the flourishing labour market in parallel with the shortage of supply of labour is leading to problems in human resources management. In order to satisfy the needing of industry, human resources training are our major work in future. On the human resources training in many European countries and America (Global Knowledge, knowledgeNet, Cisco, etc), blended learning model achieves high efficiency.As the research of blended learning is initial stages in motherland and Macao, the paper compares lots of conference form outside. Then, the paper recommends some new concept and standpoint base on Macao environment, especially, in the purpose, the factories, the instruction environment, media choosing, instructor level and implement, etc. Finally, the paper analyzes three cases in the other countries. The paper takes conclusion and viewpoints about blended learning, as well as Macao' s training education effects and prospect.
