With the development of economy, Japan, like American-European various countries, have begun to adjust and reform the existing structure of education system after the educational reform during the course of implementing the quantity to expand . In July of 1996, the 15th Central Educational Review Conference proposed the new educational idea which trained student's "survival ability" in the future of society under the environment of " relaxed and well-to-do education ." we must change the basic education pattern which had adapted to competition of entering a higher school in order to make the basic education free out from the constraint of the exam-oriented education, make it really face every educator, train their abundant soul and various kinds of ability to face the 21st century. This article researches on by documentary poof, description , analysis of the case , analytic approach of the factor ,etc.This article is made up of six parts. First of all, meaning , research approach , basic frame are illustrated in brief. Secondly, we analyze social background which the educational idea of Japan's " survival ability" was put forward and its main system or reform measure ,process of implement and method through documentary poof. Regard three schools as the case to analyse and research, representing the implementation general picture of the educational idea of the "survival ability" in terms of concretely operate to the case of school. Since the eighties, Japan has gone through the great transition in educational idea, making the educational idea of the "survival ability"extensively approved and supported by the whole society, the implementation that is educated to the survival ability has established the social base . The key point of this text is to analyze the social factor that the educational idea of Japan's " survival ability" was implemented ,to analyze mainly social base that implements survival ability education from society , school , family and community. Finally , on the basis of the above research ,we summarize the characteristic that Japan's "survival ability" education, review its weak point and look forward to future development.Through researching and analyzing the latest idea and performance of Japan's educational reform, we can find out about currently Japan's educational reform situation and development trend in an all-round way, there is certain reference value to strengthen, understand and hold the pulse of international educational development. Learning some successful experience in the educational course of Japan's survival ability can make the educational reform of our country further development. It will help to us go out the mode of the exam-oriented education, to some extent, we also gain some the enlightenment to really implement quality-oriented education about development and change of the society in the future...
