In 1956, Our country proposed the compulsory education ,it has built 50 years. In 1986, the compulsory educational law has started to implement, our country compulsory education specially the countryside compulsory education has obtained the big results, but it also has many questions. To Study the rules and the characteristics, summarize lessons, has the important theory significance and the practical significance. First ,this article has organized our country compulsory education development course, and then promulgate its characteristics: From free to charge, then from charge to free; The Compulsory education management system changes along with our country finance and taxation system transformation; The compulsory education development is not very balanced. Then, this article summarized the remarkable results which our country countryside compulsory education obtains.Elaborated the questions: funds insufficiency, the teacher quality, the school condition difference, the city and countryside development has not been balanced and so on ; Finally, proposed the main countermeasures: further consummates the compulsory education management system and the investment mechanism in view of these questions, the revision duty educational law, the release education lottery ticket.
