The policy or law promotes basic education ultimately, when we look at world basic education development. Japanese basic education reform policy development symbolizes the model for industrialized countries.Based on the brief introduction on the history of Japanese basic education reform policy, the paper tries to analyze Japanese basic education reform policy since the 90's of 20th century and explore the policies' merits and demerits with the methods of comparison and literature review. The writer hopes the paper can offer reference to the construction of China's basic education reform policy.The paper discusses the problem from four parts. The first part is introduction and it includes the definition of the education policy and the meaning of this paper, the present situation and the novelty of the paper. The second part talks about the Japanese basic education reform policy before 90's of 20th century. It covers the change of the idea and contents and introduces the effects of the policy. The third part analyzes the Japanese basic education reform policy since 90's of 20th century systematically. Based on the introduction on the backgrounds, the writer expounds the ideas that influence the policies--neo-liberalism, new conservatism, lifelong education and education internationalization, introduces the policies on school system to enhance flexibility, teacher to promote quality, curriculum to increase flexibility and administration to go to decentralization and their effects, evaluates Japanese basic education reform policy and points out the advantages and disadvantages. Grounded on the previous study, the forth part discusses the references to us. We should guarantee the integration and system of the policies, propagandize the policies and encourage the people's involvements, put emphasis on the role of consultative committee and stick to education equality.
