This dissertation is designed to study the lifelong education policy of Japan since 1960s. The overall thought is to sort out and expound the content and effect of lifelong education policy of Japan on the basis of reviewing. It should strive to understand the circumstances and characteristics of lifelong education development in Japan. Through analyzing the political, economic and cultural factors of lifelong education policy of Japan, it shall deepen the understanding and acquire beneficial experiences used for reference of constituting and implementing China's corresponding strategy.In Japan after World War II, the education policy has caused many problems, which is directed toward achieve rapid increase of economy by the guideline of meritocracy. Latterly, for fight down the crisis of school education, Japan government has introduced a new education principle from UNESCO to promote another reform in education circle. As an important measure to respond the challenge of new technical reform and constructing future education system, the lifelong education has been the central thesis of current education reform in Japan. The idea of lifelong education is the basic principle and obvious features of third education reform in Japan. The former education reforms of Japan is centered on schooling education, whereas the third education reform is directed to establish education system for transforming into lifelong education. In the lifelong education system, the school should not be a sole education institution but integrating with family and society.In 1990, the Ministry of Culture of Japan issued the Law of Developing Lifelong Learning, from then, the lifelong education has had the legitimate basis for developing. In the light of this statute, the Ministry of Culture of Japan set up the Lifelong Learning Deliberation Assembly in charge of considering the policies of lifelong education directed to consultation of Minister of Culture. Since 1990s of 20th century, the Lifelong Learning Deliberation Assembly has issued scores of important consultation reports concerning with three main fields: schooling, social and family education. Since the Ministry of Culture has promptly deliberated and implemented the proposals submitted by the Lifelong Learning Deliberation Assembly, the lifelong education undertakings in Japan has made great development. The fundamental education has made further development and the higher education increased its open degree and popularity. Otherwise the right of learning of all the people has been further guaranteed as it put more attention on education.The main factors influenced on policy of lifelong education in Japan include three aspects: politics, economy and culture. Since the Liberal Democratic Party hold power for a long period, the lifelong education policy of Japan has obvious political color. Moreover, the teacher's union has participated in the process of policy decision on own initiative and exerted certain influence on the policy of lifelong education.
